    Mapping Singapore in 3D


Project Summary


The Singapore Land Authority led this SGD 8 million government initiative to create and maintain a high-resolution 3D map of the country. The project encompassed all of Singapore, an area of more than 700 square kilometers. The project involved capturing large amounts of data, creating 2D and 3D datasets in several data formats, and supporting the interoperability of the data and management of datasets in a single repository.


Singapore Land Authority employed multiple rapid mapping technologies such as oblique imagery, airborne laser scanning, mobile laser scanning, and terrestrial scanning, resulting in more than 50 terabytes of data in multiple formats. The challenge was managing and updating the data. Using Bentley Map, the project team created, maintained, and disseminated 3D information directly from Oracle Spatial and provided multi-user access to the database through direct connection and Web Feature Services (WFS).


The 3D map data and CityGML models will be shared among government agencies and partners and will support Virtual Singapore and Singapore's Smart Nation initiative which involves innovative and comprehensive use of technology and research to improve quality of life and business opportunities. The use of open standards (CityGML and LandXML) and services (WFS) will enable stakeholders to use the data immediately without revamping their existing computer systems. The common information model, CityGML, facilitates the linking of data, computer systems, and services. This will reduce costs associated with interoperability issues.


Singapore Land Authority worked closely with Bentley to implement the CityGML schema in Oracle Spatial. With the capability of direct connection through Oracle Spatial, Bentley Map allows the creation, maintenance, and dissemination of 3D information to and from Oracle Spatial as a single source of truth. Storing 3D information in Oracle Spatial allows Bentley Map to disseminate different formats directly. This facilitates data sharing across different platforms while maintaining data integrity.
  • The project goal was to meet the demands of as many agencies as possible for 3D mapping data that supports daily operation, planning, and risk management.
  • Singapore Land Authority created 3D models including digital terrain models, digital surface models, 3D building models, and 3D road models.
  • Data and products generated by the project meet the requirements of partner agencies such as the Public Utilities Board (flood management) and the Civil Aviation Authority of Singapore (flight safety).
