Project Summary


Following a moratorium on construction that had been in place since 1983, the county of San Luis Obispo, California, undertook construction of a USD 180 million wastewater treatment system consisting of 49 miles of pipelines, 580 manholes, 4,700 laterals, 21 pump stations, a 1.2 million-gallon-per-day tertiary treatment plant with 34 storage ponds, and 100 percent recycling through irrigation and groundwater percolation. A major goal for HDR was to minimize the impact of construction on residents.


HDR used EADOC, Bentley’s cloud-based construction management s system, to connect the geographically dispersed project team, exchange project information, and conduct public outreach through the GIS interface. The owner, contractors, engineers, and construction manager were all connected to the cloud-based solution. EADOC’s centralized database enabled HDR to create detailed as-builts, and deliver a comprehensive electronic project record to the county that can be used for operation and maintenance of the new wastewater system.


The collection, treatment, and recycling operations will reduce groundwater pollution from septic tanks, and reuse Los Osos wastewater for irrigation. This will lead to a healthier aquifer as a source of drinking water for the community. For HDR, using EADOC reduced costs associated with executing the project and managing public outreach.


EADOC enabled efficient electronic information exchange that reduced delays by ensuring the right information was available at the right time and place. Construction issues were addressed quickly to avoid impacts on the project schedule. Compliance issues were averted by enabling the regulatory agency to access information through EADOC. By providing real-time insight into project costs, EADOC allowed HDR to effectively identify and track risks.
